There are 8 operating airline terminals At JFK Airport, Terminals 1 to 8. Terminals are located around the central terminal area (CTA). The terminals and parking lots in the central terminal area are divided into five areas.

Very tight connection time window. From my understanding your first flight is domestic. Make sure at BWI you ask for your luggage to be checked all the way to final destination. It is tight but possible if your first flight is on time.

I will arrive at terminal 3 from Santo Domingo and hAve to take flight from terminal 4 after 4 hours do i still require trAnsit visa???

Yes always even if just transiting through US Airport.

You dont have to take taxi but taxi would be fastest for you. There are some shuttle buses at JFK inquire at Ground Transportation Desk at JFK.
