3-1–1 for Carry-ons

Air travelers may now carry liquids, gels and aerosols in their carry-on bag when going through security checkpoints.


With certain exceptions for prescription and over-the-counter medicines, baby formula and breast milk, and other essential liquids, gels, and aerosols, the following rules apply to all liquids, gels, and aerosols you want to carry through a security checkpoint.



3–1–1 for carry-ons

  • 3 ounce bottle or less
  • 1 quart-sized, clear, plastic, zip-top bag
  • 1 bag per passenger placed in screening bin.

One-quart bag per person limits the total liquid volume each traveler can bring. 3 oz. container size is a security measur

Come early and be patient. Heavy travel volumes and the enhanced security process may mean longer lines at security checkpoints.

Summary of Security Directive Changes for Flights departing from and within the U.S.



  • Effective November 10, 2006, the TSA has advised that travelers may now carry through security checkpoints travel-size toiletries (3.4 ounces/100 ml or less) that fit comfortably in ONE, QUART-SIZE, clear plastic re-sealable bag. At the security checkpoint passengers will be asked to remove the clear plastic re-sealable bag from their accessible baggage and place it in a separate bin or on the conveyor belt for screening. X-raying these items separately will allow TSA security officers to more easily examine the declared items. In addition, prescription liquid, gel and aerosol medications, baby formula/milk/food, and diabetic glucose treatments must be declared at the checkpoint for additional screening if they are not included in the ONE QUART clear plastic re-sealable bag.



  • Passengers who attempt to bring undeclared liquids, gels, or aerosols into the sterile area without providing to the TSA for separate screening may be subjected to secondary screening.


  • Passengers who purchase liquids, gels, and/or aerosols in the sterile area are now allowed to take them onboard the aircraft.




  • Duty Free liquids, gels, and/or aerosols purchased inside the sterile area may be brought onboard the aircraft by passengers, and no longer must be delivered to the aircraft.

    • Liquids, gels, and/or aerosols are not carried into the sterile area through the screening checkpoint AND
    • Passengers do not mingle with other passengers who have not been screened to enter the sterile area.
    • If both of the aforementioned points cannot be ensured, liquid, gel or aerosol Duty Free items must be delivered to the passenger onboard the aircraft or as he/she boards the aircraft.



The airline is suggesting that all customers consider checking all of their luggage, in an effort to minimize delays at airport security checkpoints.

Yes she can. Be sure she puts it in the gray bin with her other items to go through the xray.

how long does clearing security routinely take?

Up to 40 minutes.

I will be arriving on a Delta Flight at terminal 2or 3 and departing on Air China, terminal 1. Do I have to go through securit again? How to I transfer between Terminals. I am told by Delta that my luggage can be check directly from Richmond through to BKK. Is this true?

As you will change terminals you will need to clear security again at T1. Take AirTrain on track 2 one stop from T2 to T1. If Delta and Air China have baggage agreements then your bags will be checked all the way through. Certainly confirm when you check-in for your RIC-JFK flight.

When I arrived home, from JFK, I got an opened suitcase without 2 Ipads and a missing macbook. Instead, I got a info page of the TSA, saying they checked my luggage and that's pretty much all. Can they confiscate something and not inform about it? to whom I should call or write about this. My aircompany does't want to take the blame, because of that info page from TSA.

Do they have a phone number or email at JFK for this reasons?

my wife is flying to boston from istanbul by Delta now. she has to transfer from JFK to arrive Boston. Does she need to clear customs in jfk. And does she need to pick up her luggage at jfk and then give her luggage to Delta baggage claim (actually operated by comair)again there. besides she will arive jfk at 4.35 pm. layover time will be 2.30 hours at new york. Is this time enough to catch his next flight at 7.00 pm. Also does she need to clear customs in Boston again.

She will clear customs on arrival at JFK. She will collect her luggage to clear customs and then take her luggage to the Delta connecting flights counter, as her luggage should have tags showing Boston as final destination. She will proceed upstairs to the departure level and clear security to get to the gate for the Boston flight. No customs in Boston.

I'm flying tomorrow internationality and I was wondering am I able to bring my snorkeling mask and flippers in my carry on?

Don't see why not, they're not on TSAs prohibited items list.

My hisband is being released from jail, I was told tht all he needs is to show is state issued jail ID, birth certificate, nd social along with his reservation # and there should be no problem, or will it be? I hope I didnt wastte my money!!!

Travel from JFK on American to SFO. Can I bring a guitar with me in the cabin?

Yes, as long as it's in a case and the case will fit in the overhead or on-board storage area. The airline may have your check it at the gate if it won't fit. Ask your airline at check-in.
