Parents strended in airport at JFK.

Does anyone know how much time it takes to go between a Northwest flight arriving in Terminal 4 to an Aerlingus flight also departing in Terminal 4? Do passengers have to leave the terminal to get the Aerlingus boarding pass and re-enter through security again?
Maybe some training is needed.
When I was stuck in the JFK airport last Saturday/Sunday, an airport worker starting yelling at this woman for bringing her dog into the baggage claim area. The situation went kinda like this:
Intelligent Airport Worker: "Laaaady! Get that freaking dawg outta the airport! Ain't no dawgs allowed up in here!"
Lady With Service Dog: "Um, clearly I'm blind AND in a wheelchair. My dog has all of his credentials on his vest. WTF?"
