3-1–1 for Carry-ons

Air travelers may now carry liquids, gels and aerosols in their carry-on bag when going through security checkpoints.


With certain exceptions for prescription and over-the-counter medicines, baby formula and breast milk, and other essential liquids, gels, and aerosols, the following rules apply to all liquids, gels, and aerosols you want to carry through a security checkpoint.



3–1–1 for carry-ons

  • 3 ounce bottle or less
  • 1 quart-sized, clear, plastic, zip-top bag
  • 1 bag per passenger placed in screening bin.

One-quart bag per person limits the total liquid volume each traveler can bring. 3 oz. container size is a security measur

Come early and be patient. Heavy travel volumes and the enhanced security process may mean longer lines at security checkpoints.

Summary of Security Directive Changes for Flights departing from and within the U.S.



  • Effective November 10, 2006, the TSA has advised that travelers may now carry through security checkpoints travel-size toiletries (3.4 ounces/100 ml or less) that fit comfortably in ONE, QUART-SIZE, clear plastic re-sealable bag. At the security checkpoint passengers will be asked to remove the clear plastic re-sealable bag from their accessible baggage and place it in a separate bin or on the conveyor belt for screening. X-raying these items separately will allow TSA security officers to more easily examine the declared items. In addition, prescription liquid, gel and aerosol medications, baby formula/milk/food, and diabetic glucose treatments must be declared at the checkpoint for additional screening if they are not included in the ONE QUART clear plastic re-sealable bag.



  • Passengers who attempt to bring undeclared liquids, gels, or aerosols into the sterile area without providing to the TSA for separate screening may be subjected to secondary screening.


  • Passengers who purchase liquids, gels, and/or aerosols in the sterile area are now allowed to take them onboard the aircraft.




  • Duty Free liquids, gels, and/or aerosols purchased inside the sterile area may be brought onboard the aircraft by passengers, and no longer must be delivered to the aircraft.

    • Liquids, gels, and/or aerosols are not carried into the sterile area through the screening checkpoint AND
    • Passengers do not mingle with other passengers who have not been screened to enter the sterile area.
    • If both of the aforementioned points cannot be ensured, liquid, gel or aerosol Duty Free items must be delivered to the passenger onboard the aircraft or as he/she boards the aircraft.



The airline is suggesting that all customers consider checking all of their luggage, in an effort to minimize delays at airport security checkpoints.

I have a good luggage from Delsey which I have been using for years, since I travel 4 months per year, so I spend quite some money on luggage and was happy with it's performance. New York was my latest addtion to my travel destination.

How disappointed I was when I arrived back to Hong Kong from JFK.

My luggage was equipped with TSA lock and additionally I have a security strap around the luggage tho that doesn't have a TSA lock.

After landing in HKG, at the luggage claim. The look of my luggage was terrible. The strap was cut, and then instead of opening the TSA lock, JFK custom used spiners to open the zipper instead.

So what's the point having a TSA lock when the custom doesn't use it??? Also the luggage is not cheap

When returning fron New Yirk last wednesday we did not pass through passport control. We flew from Terminal 3 JFK to Moscow with Delta Airlines. Will this now cause us some problems as we did not hand in our arrivals card and we did not get our passports stamped?

If you fail to return your I-94 card(arrivals card) upon leaving USA, then it may result in further complications when trying to enter US again.

We've had this problem in the past. You need to mail it back with "proof" that you've left the US. More details are on the US Homeland Security website.

Hello, I will need to get from terminal 4 to Ramada Queens hotel. I found out that I can take bus Q-3 from the above mentioned terminal. Could you provide me with information where I can buy ticket for a bus? How much it cost? How long it takes to get from terminal 4 to Ramada Queens hotel? Is there any phone or link where I can call and find out more about public transportation?

Bus fare is $2.25, you pay with either a Metrocard or exact coin, no paper bills. Takes about 15 minutes by bus. Check with your hotel to see if they have JFK shuttle service. T4 may have a Metrocard vending machine.

I will be arriving from Finland and then connecting to a flight to San Diego. If I have Bottles of liquid purchased at Duty Free in Finalnd, will I need to put them into my suitcase at JFK (after the customs check), or will they allow me to take them onto my connecting flight?

You'll need to put them in your checked baggage. You cannot take liquids through the security checkpoint.

my flight departs at 5:45 am but I am wondering how early the terminal is open for me to check in?

i am taking a flight that flies me from here to the laguardia airport, and then i have 2 hours to catch my next flight, which leaves from jfk airport. is this enough time to make it? i heard that flights going out of the country, the security checks take longer, sometimes up to 3 hours. since i'm just transferring planes, will i have an issue with this? thanks in advance for any help!

It is kind of tight - you may not have problems with security check lines at JFK but traffic between LGA and JFK. Take a taxi(~$30) as soon as you land at LGA.

I am traveling tomorrow through JFK to London. Last night I realized that I forgot to change the name on my passport after my recent marriage.
My drivers license is in my new name and I have a copy of my marriage license will this get me through security, help!

Check with your airline - I don't think you will be able to fly with such a passport.

So the official thing that you're supposed to do (and we did with my wife) is to change it officially with the US Passport agency. BUT - they DO NOT issue a new passport! They only type in (officially with their official type-font - I would NOT suggest you try to forge it) on the amendments page that you officially changed your name. (I suppose that if you want to fork over the ridiculous processing fees for a new passport you can get a new one issued, but we had years left on the old one and didn't want to pay the extra $100+ for something silly.)

Now while this may seem like a fine system, it has caused us issues EVERY SINGLE TIME we used it! It seems that no one is really sure about the amendments page and EVERY time we go through security, it's like the person has seen this procedure for the first time as we inform them that it's her maiden name and that the amendments page has the right name.

I'm only venting about this, because either it should be a rock-solid system, where everyone KNOWS about the procedure, OR they should issue a NEW passport with the correct name listed free-of-charge, OR they should accept an old passport with a valid marriage certificate.

The current state of affairs on this is crazy and crazy-making. I would say if you're caught short of time and CAN'T go to the Passport office to get it changed, go with the old one and a marriage certificate - since no one knows the right procedure anyway, you may get away with it and the same amount of hassle as with doing it by the book... It's just annoying.

I plan to purchase a pack of Back flower remedies (homeopathic remedies - must not to be x-rayed) when I come to the States. How do I pass this through the customs. Pack contains 36 x 20ml drops.
