3-1–1 for Carry-ons

Air travelers may now carry liquids, gels and aerosols in their carry-on bag when going through security checkpoints.


With certain exceptions for prescription and over-the-counter medicines, baby formula and breast milk, and other essential liquids, gels, and aerosols, the following rules apply to all liquids, gels, and aerosols you want to carry through a security checkpoint.



3–1–1 for carry-ons

  • 3 ounce bottle or less
  • 1 quart-sized, clear, plastic, zip-top bag
  • 1 bag per passenger placed in screening bin.

One-quart bag per person limits the total liquid volume each traveler can bring. 3 oz. container size is a security measur

Come early and be patient. Heavy travel volumes and the enhanced security process may mean longer lines at security checkpoints.

Summary of Security Directive Changes for Flights departing from and within the U.S.



  • Effective November 10, 2006, the TSA has advised that travelers may now carry through security checkpoints travel-size toiletries (3.4 ounces/100 ml or less) that fit comfortably in ONE, QUART-SIZE, clear plastic re-sealable bag. At the security checkpoint passengers will be asked to remove the clear plastic re-sealable bag from their accessible baggage and place it in a separate bin or on the conveyor belt for screening. X-raying these items separately will allow TSA security officers to more easily examine the declared items. In addition, prescription liquid, gel and aerosol medications, baby formula/milk/food, and diabetic glucose treatments must be declared at the checkpoint for additional screening if they are not included in the ONE QUART clear plastic re-sealable bag.



  • Passengers who attempt to bring undeclared liquids, gels, or aerosols into the sterile area without providing to the TSA for separate screening may be subjected to secondary screening.


  • Passengers who purchase liquids, gels, and/or aerosols in the sterile area are now allowed to take them onboard the aircraft.




  • Duty Free liquids, gels, and/or aerosols purchased inside the sterile area may be brought onboard the aircraft by passengers, and no longer must be delivered to the aircraft.

    • Liquids, gels, and/or aerosols are not carried into the sterile area through the screening checkpoint AND
    • Passengers do not mingle with other passengers who have not been screened to enter the sterile area.
    • If both of the aforementioned points cannot be ensured, liquid, gel or aerosol Duty Free items must be delivered to the passenger onboard the aircraft or as he/she boards the aircraft.



The airline is suggesting that all customers consider checking all of their luggage, in an effort to minimize delays at airport security checkpoints.

I have a 3 month old baby and we are using distilled water for the baby formula. Preparing the formula at home, am I going to be allowed for 6 bottles of liquid formula (everything visible in a zip-top bag) for a JFK - Istanbul flight? This will be 6 bottles x 4 ounces = 24 ounces, in total.

Generally TSA security will let items needed for infants through in carry on but may be subject to additional screening and you may be limited to take what you need for the flight in carry on and the put the remainder in checked luggage. Be sure to put all infant liquids and other items together in the xray bin and advise the officers items are for an infant.

can i take a xmas pudding to jfk from UK in my hold luggage?

Should be ok in checked luggage.

Hi, I'm flying from Dominican Republic back to the US next week, trying to keep my checked bag under the new 50 lb weight limit. Can i carry coffee grounds (still in original packaging) in my carry-on? I can't find any restrictions against it but I don't want to lose it when I get to customs.

According to CBP coffee is permissible.

Hi, can you just clarify how long it with take for us to get through security if I am an international arrival?

You need to allow at least one hour to clear customs/immigration. If you are transferring to another flight wait times vary clearing TSA security checkpoints.

I wanted to check if it will be a problem to carry a stainless steel Sword replica from New York to India?

OK in checked baggage only but be sure to wrap/secure properly to avoid injury. Prohibited in carry-on.

Yes but be sure to take it out of your bag for xray screening.

Hi i am travelling to jfk from london heathrow and would like to carry on cosmetics in my hand luggage most will be powder and solids but my foundation is liquid as long as it is under 100ml is there any other reasons i cant take my cosmetics on board as its a long flight i would like to refresh myself

Hi if you are going BA from T5 you will need to be sure as the security is stronger on thing you can take on the flight from the UK than when coming back though JFK TSA if you are in T5 you can check before you go though and leave anything with a relative you can't take. the TSA use full body scans in JFK T7 so put everything in to a box for x-ray my brother in-law got stopped because he had a tissue in his pocket.

I have a friend that travels from the US often. And would like him to purchase 3 iphones. For me, my partner, and my sister.
I was told that limit is only 2. I this true?
