You will have to go thru
You will have to go thru customs and immigration in LA - its the first port of entry. And yes, they will unload all the luggage and you'll have to recheck that in - there's a counter for this right next to Customs.
CT Limo desk is just outside customs and the bus (or van) pulls up right outside the terminal. 2hrs is plenty of time - unless of course there are thunderstorms and then nothing is predictable at JFK.

I checked in at qantas biz
I checked in at qantas biz class at JFK T7 and went thru security and boarded a flight through LAX to Australia. I didnt go through an actual immigration/passport control desk at all at JFK (only showed my passport to the check in desk and the guy just before the security point who i think just checks ID). There wasnt really signage to passport control anywhere. No exit stamp on my passport. Is this OK? Does the government still think I'm in the US?
Leaving the USA
No stamp on the way out is correct, same as leaving the UK, so don't panic. I am sure if you were going the wrong way or missed something someone would have grabbed you

I arrive at terminal 7 on a Qantas flight from LA at 5.15pm and would like to catch a Delta flight to Washington at 6.15pm is there enough time and what is the quickest way?
Impossible. Allow at least 2
Impossible. Allow at least 2 hour time frame between the flights to make a successful connection at JFK.
