3-1–1 for Carry-ons

Air travelers may now carry liquids, gels and aerosols in their carry-on bag when going through security checkpoints.


With certain exceptions for prescription and over-the-counter medicines, baby formula and breast milk, and other essential liquids, gels, and aerosols, the following rules apply to all liquids, gels, and aerosols you want to carry through a security checkpoint.



3–1–1 for carry-ons

  • 3 ounce bottle or less
  • 1 quart-sized, clear, plastic, zip-top bag
  • 1 bag per passenger placed in screening bin.

One-quart bag per person limits the total liquid volume each traveler can bring. 3 oz. container size is a security measur

Come early and be patient. Heavy travel volumes and the enhanced security process may mean longer lines at security checkpoints.

Summary of Security Directive Changes for Flights departing from and within the U.S.



  • Effective November 10, 2006, the TSA has advised that travelers may now carry through security checkpoints travel-size toiletries (3.4 ounces/100 ml or less) that fit comfortably in ONE, QUART-SIZE, clear plastic re-sealable bag. At the security checkpoint passengers will be asked to remove the clear plastic re-sealable bag from their accessible baggage and place it in a separate bin or on the conveyor belt for screening. X-raying these items separately will allow TSA security officers to more easily examine the declared items. In addition, prescription liquid, gel and aerosol medications, baby formula/milk/food, and diabetic glucose treatments must be declared at the checkpoint for additional screening if they are not included in the ONE QUART clear plastic re-sealable bag.



  • Passengers who attempt to bring undeclared liquids, gels, or aerosols into the sterile area without providing to the TSA for separate screening may be subjected to secondary screening.


  • Passengers who purchase liquids, gels, and/or aerosols in the sterile area are now allowed to take them onboard the aircraft.




  • Duty Free liquids, gels, and/or aerosols purchased inside the sterile area may be brought onboard the aircraft by passengers, and no longer must be delivered to the aircraft.

    • Liquids, gels, and/or aerosols are not carried into the sterile area through the screening checkpoint AND
    • Passengers do not mingle with other passengers who have not been screened to enter the sterile area.
    • If both of the aforementioned points cannot be ensured, liquid, gel or aerosol Duty Free items must be delivered to the passenger onboard the aircraft or as he/she boards the aircraft.



The airline is suggesting that all customers consider checking all of their luggage, in an effort to minimize delays at airport security checkpoints.

All TSA checkpoints are supposed to have a private screening area for just such incidences and a "break room" is not one of them. You are also supposed to be treateed with dignity and respect. Most airports do so however the NY area airports are notorious for bad attitudes. Go to the TSA website and lodge your complaint there.

My mom is traveling to Paris from JFK on July 19. I have arranged for wheelchair assistance. Will I be able to go through security and to the gate and stay with her at the gate until she boards?

I am traveling on a last minute, emergency, first class flight from NYC to Los Angeles tonight. I have a temporary New York State drivers license that does not have a picture on it. To back it up I have a social security card, a birth certificate, an expired passport, an old drivers license, W-2 forms, proof of work in the US as a actress for television, my masters degree diploma from Columbia University, my electricity bill, and many other forms of proof that I am a legitimate citizen of the United States. I understand that by law, according to the TSA, it is not officially required to show a picture ID but that it is strictly enforced by airlines and airports. Is there any way for me to get an airport security ID or anything like that to get me on the plane tonight? how can I make that happne?

my daughter will be traveling from Dubai to JFK on Emirates airlines with 3 children under 5 (one 6 month old). Is there any way to hire an airport employee to help her thru TSA and to her connecting Delta flight. It is hard enough as one person in JFK from International to Delta !! there are no skycaps--- or have I just never seen any?? will Emirates be able to provide??

As a Canadian I've been flying thru the US my whole life with no problem, but now I need to transit thru JFK while I have a pending immigration & visa petition.

Yes, as long as you don't have liquids bigger than 3oz.

I will be traveling from Stockholm Arlanda Airport to Mexico City and stopping in JFK. I would like to buy a bottle of liquor in Arlanda Airport at Duty Free shop. Can I take it with me during the flight from NYC JFK to Mexico City?

What would happen if I brought my Wii in my carry-on? Would there be a chance I wouldn't be able to take it with me(it's a normal wii, not a bomb)?If I put my phone on airplane mode, would I be able to listen to music from the windows media player on it?

You should be able to bring your Wii in you carry on, just be sure to take it completely out of your carry on and put it in a gray bin separately from your other items to go through the x-ray at security. Phones must not be in a send/receive mode in flight so airplane mode is a good thing.

I am traveling to Italy wednesday. Id like to bring my desktop computer is it ok to pack it in a suitcase and check it in as luggage?

You will not have problem doing that.

We're going to be picking up a relative from Europe in a few weeks, she is a minor and doesn't speak English well. I called the airlines to ask if we could get a pass to meet her at the gate but they said that was impossible, no one is allowed through security without a ticket. In the past, at least on domestic flights, I've always been able to get a special pass to get through security when picking up a child. Have the rules changes, is this just because it's an international flight or did the guy on the phone get it wrong?

No, the rules have not changed - in your case you won't be able to meet the minor at the gate due to the fact that she arrives on international flight(involves immigration and customs which is sterile area).
I am sure the airline representatives will assist her through immigration and customs
Minors on domestic flights are still possible to be met at the gate(after obtaining a gate pass from the airline).
